If you choose not to, she can banish you from Sky Haven Temple. This doesn't make the sense, since the player is the Dragonborn. The Blades shouldn't be allowed to banish the very person they were sworn to protect and serve.
The fact that Delphine can do this is just strange and frankly quite annoying. The Blades were always meant to serve and protect the Dragonborn. As such, it's not the Dragonborn's job to go on dangerous missions and fetch various items while the Blades just sit back and relax. And yet, this is exactly what you end up doing for Delphine when she asks you to infiltrate the Thalmor Embassy for instead. This is such a perfect example, more so because as you arrive to the embassy you'll see Delphine simply stand outside and never go in with you.
Of course, it would be difficult to have two people infiltrate, but it's hard to see why she couldn't simply do it herself or have someone else do it. Speaking of the Thalmor, their role in the main quest seems forced at best, and Delphine is the main culprit. While it makes sense to have the Thalmor around for the civil war quest line , it's difficult to see how they would have anything to do with dragons returning to Skyrim.
In fact, all of this is really just a "gut feeling" from Delphine, who even admits it. It's a conspiracy theory at best, and yet she still forces you to go on this extremely dangerous mission to the embassy. You'll have a real invitation, don't worry. As long as you can act the part of a Thalmor toady, you'll get past the guards.

He may be able to at least point you in the right direction. If he doesn't know himself, he'll know where to find it out. We know about Paarthurnax. The dragon, that the Greybeards have been protecting for all these years.
But he helped me. We needed his help. Now we don't, and it's long past time for him to pay for his crimes. And he's not just any dragon. He was the right hand of Alduin.
He committed atrocities so infamous they are still remembered, thousands of years later. He helped Alduin enslave our ancestors. He may have betrayed Alduin in the end, but that makes him worse, not better. We can't afford to give Paarthurnax the opportunity to betray us in turn, and return to his old master.
